Bio
Janine’s research interests are in public sector reform, public sector management and public policy generally, and more specifically in government contracting and service delivery, relationships with external parties, managing human resources, and the concept of public value. Prior to joining the Crawford School Janine held posts as a Senior Lecturer in Public Sector Management at the University of Canberra and as a Lecturer and Research Fellow at the University of Melbourne.

Current Projects
Janine’s current projects revolve around the key themes of public sector reform and relationships. She is a Chief Investigator on a large ARC Linkage Project examining whole-of-government approaches to policy-making, implementation and service delivery. This project involves six Commonwealth government organisations: Prime Minister and Cabinet; Australian Public Service Commission; Department of Agriculture, Fisheries and Forestry; Department of Families, Housing, Community Services and Indigenous Affairs; Australian Government Information Office; and the Department of Health and Ageing. Amongst a range of issues in the project we are investigating inter-organisational collaboration, horizontal and vertical coordination, incentive structures, and organisational culture. We have focused on several cases in which to pursue these issues: the strategic coordinating role of central agencies; the Council of Australian Governments; pandemic preparedness; Indigenous Coordination Centres; Landcare; and the implementation of the Gershon Report (IT).
Along with Crawford colleague Ann Nevile, Janine is a Chief Investigator on a new ARC Linkage Project focused on trust, competition and control in the new generation employment services model in Australia.
Janine is currently co-authoring a book with John Alford on how and why government organisations work with a range of external providers (e.g. private, public, non-profit, clients, volunteers) to deliver services. The book will consider different models of engagement, how these work (or not) and under what conditions and circumstances some might be more valuable than others.
She continues to write on the "public value" approach, public sector reform in Bhutan and will soon begin new work on the changing role of managers in the public sector.
