1-2 DAY INTENSIVE SHORT COURSECourse AimsFisheries are one of the most important sources of livelihood and export income for many Pacific nations. It is therefore critically important for fisheries managers and staff to grasp the fundamentals of the economics of fisheries, identify impacting contemporary trends and issues and build their capacity to lobby, negotiate and adapt effectively to market pressure and environmental change. This course will provide participants with a broad understanding of the fundamental principles of “fisheries economies”. Of Relevance toThis course assumes no prior knowledge of economics and is suitable for staff in agencies involved in fisheries regulation, fishery industry advocacy bodies, seafood industry councils, quarantine departments, and maritime authorities, representatives from the aquaculture and pearling industries, representatives from the Food and Agriculture Organisation, research scientists and Department of Primary Industry personnel. Course OutlineParticipants will attain detailed understanding in the four main areas of “Economies of Fishing” and “Fisheries Economics”, Measurement and Analysis of Efficiency and Capacity in Fisheries, Measuring productivity in fisheries economics and Economics for Fisheries management. These areas will cover a host of topics including productivity measures in fisheries, problems with input controls, policy choices and adaptive management in fisheries. The course will also provide participants with the tools, parameters and indices for measuring technical capacity and productivity, and making policy choices and developing mechanisms to ensure creative and adaptive management of fisheries resources. The ConvenersProfessor R. Quentin Grafton’s major research includes the bio economic modelling of fisheries and marine reserves, as well as research into the efficiency outcomes associated with private property rights and environmental management. He has recently been appointed to Australia’s working group of the National Oceans Office. Dr Tom Kompas is a leader in research and policy formulation in the field of agricultural and resource economics. He has had over 30 professional papers and technical reports published, and is currently Director of the International and Development Economics Program at the Crawford School of Economics and Government. He is associate editor of the Australian Journal of Agriculture and Resource Economics. Course ConvenorsProfessor R. Quentin Grafton is in the List of Top 500 of the World?s Economists (1994-1998), Revealed Performances: Worldwide Rankings of Economists and Economics Departments, is listed in the 2005 Marquis 26th Edition Who's Who in the World, the Marquis 9th Edition Who's Who in Science and Engineering and in the International Biographical Centre (Melrose Press) publication 2000 Outstanding Scientists of the 21st Century. His major research contributions include the bioeconomic modeling of fisheries, modelling marine reserves and the measurement of efficiency and productivity, and efficiency outcomes associated with private property rights and environmental management. He is a former Associate Editor of Marine Resource Economics, has been an expert witness on fisheries for various bodies, including the Senate of Canada, and most recently was appointed to Australia's socio-economic working group of the National Oceans Office. He is author of 50 plus journal articles and chapters in books and several important texts in environmental economics including The Economics of the Environment and Natural Resources published by Basil Blackwell that has received praise from some of the world's leading researchers in the field. In an endorsement of his 2005 co-edited book, Understanding the Environment: Bridging the Disciplinary Divides, Kenneth Arrow, the 1972 Nobel Laureate in Economics, describes it as a pioneering effort in introducing the fields one to another. His most recent book (co-written with Tom Kompas) Economics for Fisheries Management has been acclaimed by Richard McLoughlin, Managing Director of the Australian Fisheries Management Authority as a 'timely, well written and very useful book should become essential reading for all fishery managers'.
