Course ObjectivesThe role of any Ombudsman involves the impartial review of executive decisions through neutral, impartial, fair and accountable processes. This course invites participants to understand the role of ombudsman institutions in contemporary administration in-depth. In doing so, it will consider the place of an ombudsman within administrative systems, explore the different models of an ombudsman organization and examine the challenges it faces. The course highlights a range of approaches adopted internationally and is practically oriented to enable participants to select ombudsman institutions and practices that are suited to their domestic culture and systems. Course OutlineThe course consists of lectures on accountability and ethics and will look at a range of issues from the evolution of ombudsman institutions in the public and private sectors to the relationship between a public sector ombudsman and the parliament. It will also outline the requirements for effective complaint handling systems and provide tools for the preparation and publication of reports. The above subjects will be complemented by visits to the Office of the Australian Commonwealth Ombudsman for workshops and practical demonstrations. There will also be presentations from various ombudsman and complaint-handling institutions. Participants will gain an all round understanding of the basic principles of ombudsman practice. Course ConvenorJohn T D Wood was the deputy Commonwealth Ombudsman from 1994-99. For the ten years prior to that he was Director of the Federal Bureau of Consumer Affairs. He chaired the Australian Securities and Investments Commission and has been active in assisting many countries set up their own Ombudsman bodies. |
