Course ObjectiveThere exists an important link between policy development and program delivery in the public sector. However, the aims of the most nobly formulated policy are often never reached. Instead, the gap between the two continues to widen. This course is designed to provide an understanding on how to fill that gap by exploring key aspects of establishing government programs and the principles and governance arrangements required to ensure their successful delivery. It also aims to bridge the gap in literature on the management of public sector programs and the implementation and administration of many projects that are intended to achieve a specific policy outcome. Of Relevance ToAny existing or aspiring public servants looking for a practical insight into the issues and solutions relating to public sector program management would benefit from this course. At this stage the course is intended for those at the APS3 to EL1/2 levels. Course ContentThe course structure will cover the Australian Constitutional and financial underpinnings of grant programs, and will include a general 10-phase framework for administering programs by establishing good governance processes from policy development to final evaluation. Case studies will be examined and social cost benefit analysis will be used as a tool for expost program evaluation. There will also be a practical focus and participants will be encouraged to share their experiences in policy implementation. Course ConvenorDr Leo Dobes (a DPhil from Oxford University) has previously worked at ONA, DFAT, Defence, Treasury and Communications, and Ernst & Young. He has been manager for the Bureau of Transport Economics and currently advises a branch that analyses delivery of regional programs. |
