Course Objectives

- Program management principles for achieving development results within a given policy and organisational context
- The concepts, methodology and tools involved
- Stakeholder analysis to address different stakeholder perspectives and roles
- Personal skills involving leadership, team work, negotiation and ethics for successful program management
Who Should Attend
Federal and state Public Service officers from APS3 to EL2 and any others charged with supervising, managing or implementing government-funded programs or services delivery. Senior public servants involved in the management of offshore programs in the whole of government-based approach to aid funding who wish to familiarise themselves with AusAID governance practices and requirements.
Course Content
This course will cover:
- The results-based approach to program management for achieving development outcomes - the background, policy processes, concepts, use and terminology, strengths and weaknesses.
- The importance of organisational context for results- based program management, analysing Australia's situation.
- Concepts, methodology and elements involved such as problem and logical framework analysis; project cycle analysis. program design; budgeting and scheduling; cost-benefit analysis; stakeholder analysis; appraisal and evaluation;
- The type, nature and use of various forms of qualitative and quantitative performance information.
- The technical, social, poverty, equity, gender, organisational, economic and related issues to be addressed
- Stakeholder analysis including, their roles, perspectives, importance, participation and ownership.
- The importance of process such as peer reviews and other participatory assessment and evaluation practices.
- The implications of the approach for budgeting, contracting, procurement and risk management.
- Monitoring and evaluation (M&E) issues and the use of cost-benefit analysis.
- Comparative analysis of various international organisations' approaches to result-based program management
- Developing personal, leadership, team work, negotiation skills and an ethical approach for achieving results.
The coursework will be undertaken by lectures, case studies and group work and involve guest lecturers from relevant Australian institutions.
Course Convenor
John Martin is an experienced analyst, program and project design specialist, monitoring and evaluation practitioner and economist. He has worked in a wide range of economic, social and rural development sectors, institutional arrangements and organisations across Australia, Asia-Pacific and Africa. He has helped analyse and implement results-based program management approaches. He has extensive practical experience in performance assessment, organisational development, financial reform, cost benefit analysis, change management and implementing development projects. He successfully designs and implements training courses. Services provided enable organisations and individuals to improve their performance.
