Successful Evaluation & Management of Public Sector ProjectsCourse available by arrangement and public subscription
Course ObjectivesThis two week course comprising ten topics explains project management concepts with reference to the International Standards Organisation (ISO 8402) and the Project Management Body of Knowledge. The role of the project manager in the public sector will be fully examined, as well as the tools for project evaluation. Who Should AttendThe course is directed at middle to senior level managers with decision-making responsibility for the range of public sector projects, as well as financial executives and audit and evaluation professionals who will have fiduciary oversight of projects. Learning OutcomesOn completion of the course, participants will have a suite of skills and background knowledge of contemporary project evaluation and management. This will equip them to make effective and equitable decisions on the scoping, selection, planning and management of medium to large public sector projects. Course ContentCourse topics include definitions of project and project management, what is involved in project management and the range of project activities. The subject also considers the history of project management, the role of management, the management environment, the systems approach and project management within the wider organisation. The course also looks at classifying projects, the characteristics and classification of projects, the classification and management strategy, as well as project implementation, the project life cycle, the project sequence and other project implementation models. Participants will refer to case studies, including the Alice/Darwin railway and cross-city tunnels. Different types of projects (eg The 'turnkey' project or design and construct project; The managed project; The build own operate transfer (BOOT) project; The fast track project; Concurrent engineering; Partnering and alliances) will be discussed. There will be site visits to past and present projects around Canberra. A reading pack will be provided. Course ConvenorDr Kevin Baker is a former health sector CEO and member of the senior executive service of the Australian Public Service. He has been responsible for development projects in the health and welfare sector (eg a hospital redevelopment as well as key systems implementation; personnel operations program in the Australian Public Service). For the last twelve years he has lectured in management and project management at the Australian National University and the Australian International Hotel School, and has also held professorial appointments in universities in Germany and China. He has written courses which are presently used in an MBA program at La Trobe University in Victoria. Kevin qualified as a Certified Practising Accountant (CPA) in 1985, completed a Master of Economics (with Honours) on Economics in South East Asia, and then a Doctor of Philosophy on the Royal Exchange of Sydney. Kevin has authored four books and forty journal articles and papers. His textbook on Project Evaluation and Feasibility Analysis (Pearson Education International, 2001) is presently being re-published in Chinese. |
