Public Health Systems Reform and Strengthening

Course Objectives
Reforms in Public Health system is driven by the need for more efficient and effective delivery of health services in cost effective ways. Furthermore, given the fast changing public health scenario and newly emerging risks and challenges such as chronic diseases and pandemics, existing health sector setups find the need to undertake reforms.
This course introduces participants to new trends and developments in public health services. The course will also provide a snapshot of public sector health policy and trends in Australia. Australia has just introduced a raft of reforms of health services with a series of major investments to expand and modernise its health workforce that have far reaching consequences on its health resource utilisation and efficiency. Amongst other measures directed at doctors, Australia has introduced measures that will improve the flexibility and capacity of Australia’s health workforce, and improve patient access to services by investing in nurses and midwives at a cost of AU$ 126 million over 4 years.
This course looks at the key issues in planning and management in public health. It looks at the important role of Statistics in Health planning and evidence based policy making. The course also looks at newer paradigms of health services provisioning. A highlight of this course is a workshop that uses the powerful tool of Systems Analysis for the participants to understand the existing environment in which they operate and map the existing system and identify non linear linkages in order to develop innovative health policies and specific interventions. Systems Analysis will also be used to understand approaches to health policy implementation & health policy evaluation.

This program is offered by Crawford School of Economics & Government in association with Mr Bob Wells, Executive Director, ANU College of Medicine & Health Sciences. The Program involves Presenters from the Australian Primary Health Care Research Institute (APHCRI), Australian Institute of Health & Welfare (AIHW), Australian Reproductive Health Alliance (ARHA), Australian Medical Association (AMA), the National Health & Medical Research Council (NHMRC), the National Centre for Epidemiology and Population Health (NCEPH), Australian Centre for Economic Research on Health (ACERH), the Australian Productivity Commission and various sections and divisions of the Australian Government’s Department of Health and Ageing such as Pharmaceutical Benefits Scheme Coordination, Acute Care Division, Communicable Diseases Network Australia, Biosecurity & Disease Control Branch.
Agency visits are are conducted with the Productivity Commission, John Curtin School of Medical Research, Canberra Hospital & ANU Clinical School, Department of Health and Ageing, John Curtin School of Medical Research and ANU College of Medicine & Health Sciences.
